The National Association of State Boards of Pharmacy (NABP) announced Tuesday it had ordered the US Food and Drug Administration (FDA) to change its guidance on the practice of selling prescription drugs over the Internet.
The drug, sold under the brand name Viagra, is a prescription medicine used to treat erectile dysfunction in men.
The FDA has said it is "the best available data to support a recommendation to change the policy" to encourage consumers to purchase the drug over the Internet. However, the agency did not respond to questions from New York Times' Felix Salmon.
"Our recommendation is that the FDA must now determine whether to change its guidance," a spokesperson for the Department of Health and Human Services, said.
The agency is currently considering a "new" guidance from the FDA. The agency also plans to work with drug manufacturers, states, to determine whether to change the practice.
NABP's recent announcement came on the heels of another drug,, which was approved for sale in the US in October.
The drug, known as Sildenafil, is the second of the three products approved for sale by the FDA for erectile dysfunction.
Sildenafil is available in a prescription form under the brand name Viagra and is also sold over the internet. It was first approved in the United States in June 1998, and is still available in many countries worldwide. It has since been available in most European countries.
The FDA issued its "best available data" on the use of Sildenafil for erectile dysfunction in December 1999, along with a second one for use in men with pulmonary arterial hypertension.
The agency noted that some studies suggest that men who take the drug may have erectile dysfunction. However, no specific studies have been performed to evaluate the impact of using the drug on the risk of developing erectile dysfunction.
"The use of Sildenafil in men with erectile dysfunction is a topic of ongoing investigation," said Richard B. Brown, chairman of the American College of Cardiology. "We will examine these findings in more detail at the annual meeting of the American College of Cardiology in April of this year."
The FDA has a long history of prescribing drugs for erectile dysfunction and has approved a variety of other erectile dysfunction drugs. The agency also has a policy to restrict the sale and marketing of such drugs.
In 2007, the FDA issued a warning about the sale of Viagra and other prescription drugs for erectile dysfunction. The FDA is not aware of any studies that have indicated the use of Viagra or other erectile dysfunction drugs.
The FDA said it is concerned about the safety of the drug.
The agency said it is working to ensure the drug is only available to patients with an existing condition that could result in serious adverse events. The agency has received requests for samples of Viagra and other products in recent months. The FDA is seeking samples of Viagra on an ongoing basis.
"The FDA is committed to safety, but it does not accept any responsibility for the use of certain products in the absence of a warning label or instruction from the manufacturer," the agency said. "This information does not provide a basis for determining the safety or efficacy of any product sold or distributed."
A spokesman for Pfizer, which makes the drug, said the company "is committed to providing consumers with reliable information and the best possible information about the use of Viagra."
He said the company has been working with the FDA since the agency's decision to issue a "new" guidance for Viagra.
"Our goal is to ensure that all FDA-approved products are available to patients and to help physicians conduct research," said Jeff Kindler, senior vice president, drug and clinical operations, Pfizer.
